Gila County IDA Board Members

In 1972, the Gila County Industrial Development Authority was established by the Board of Supervisors of Gila County under the Industrial Development Authority Act.

The Industrial Development Authority is a countywide entity with the vision and goal of spurring economic development. The IDA Board is comprised of nine Members who offer a unique mixture of experience, talents, dedication, and entrepreneurial drive to facilitate and implement economic development projects with the passion to ensure those projects succeed.

Cliff Potts: Clifford E. Potts is the Designated Broker of Prudential Arizona Realty at 609 S. Beeline Highway, Payson, AZ 85541 with 40 years as a Realtor.

Cliff has served as President of Central Arizona Board of Realtors, as well as several senior leadership roles in the Arizona Association of Realtors.

In addition to real estate financing experience, Cliff's financial oversight responsibilities were learned as a Councilor and then Mayor of Payson, AZ; then supervising the Revolving Loan Fund for the Northern Gila County Economic Development Corporation; serving on the first Highway Expansion and Extension Loan Program (HEELP) Board (Arizona's version of a State Infrastructure Bank); serving on the first Arizona Housing Finance Authority issuing housing bonds for rural Arizona; ultimately serving on the Gila County Industrial Development Authority (IDA) Board.

Fred Barcón: Fred Barcón has owned and operated Barcón Corporation for 37 years. Mr. Barcón is a Federal Contractor with vast experience managing multiple projects throughout the State of Arizona; from the planning, execution and oversight of dozens of employees and subcontractors, to keeping meticulously detailed accounts on projects ranging in size from $50,000.00 to $7 million.

Barcón Corporation's largest commercial project was a three story dormitory facility at Luke Air Force Base; the largest civil project was the auxiliary spillway at Bartlett Dam. Mr. Barcón has served on numerous committees locally and is presently awaiting word on his potential appointment to the Arizona Game and Fish Heritage Grant Committee. Fred has been on the Gila County Industrial Development Authority (IDA) Board for over 22 years, 21 years as President and the last year as Vice President.

Stan Gibson: A small business owner and operator for over 47 years, Mr. Gibson also has over 40 years of dedicated public service experience: Four terms as Mayor of Globe, Arizona; Member of Globe, Arizona City Council; Executive Committee Member of League of Arizona Cities and Towns; Regional Council for CAAG; Past President of Globe Rotary Club; Past President of Southern Gila County Economic Development; Past President Globe-Miami Chamber of Commerce; current WIFA Board Member.
James "Mac" Feezor: Mr. Feezor is the CTO/Owner of Phoenix Design Systems, LLC, located in Payson, AZ. Mr. Feezor has extensive experience in the technology field, working on successful projects such as: space-qualified GPS Navstar and P80-1 TT&C units, working with the National Aeronautics and Space Administration (NASA) to solve in-flight problems with GPS SCU module, fabricating and testing brass-board model of the Hybrid Receiver used on Galileo Probe. In addition to his business experience, Mr. Feezor has served the community in various roles: Member of the Gila County Redistricting Advisory Committee; Consultant Eastern Arizona Counties Organization; Member, Trainer, Team Captain Northern Gila County CERT; and 48 years of dedicated service to Boys Scouts of America.
Gerald Kohlbeck: Mr. Kohlbeck, owner and operator of Pinal Mountain Lumber, located in Globe, Arizona, and Pinal Lumber located in Tonto Basin, Arizona, has over thirty-five years of experience as a small business owner. Mr. Kohlbeck has served on numerous Boards and Committee in Gila County, Arizona, including: Chairman of the Workforce Development Board, Film Commission, Chamber of Commerce, and Senior Member of the Gila County Industrial Development Authority (IDA).
Tim Grier: Mr. Grier graduated cum laude with a degree in English Literature from Arizona State University. He owned and operated Forest Lakes Nordic Ski Center and cabins on the Mogollon Rim for over a decade. Mr. Grier returned to Arizona State University to attended law school. Upon graduation, Mr. Grier worked for the Gila County attorney's office as a felony prosecutor, then Deputy Town Attorney for the Town of Payson, AZ. After leaving the Town of Payson, he entered into private practice and specialized in criminal law. Mr. Grier is currently the Town Manager and Attorney for the Town of Star Valley, Arizona.
Tim Humphrey : Mr. Humphrey brings over 20 years of experience as a small business owner to the Gila County Industrial Development Authority (IDA) Board, 16 years as a Commercial and Residential Contractor. Mr. Humphrey has served the community through in various roles including: Advisory Board Member for Gila Pueblo Community College; Boys and Girls Club Member; and Miami Rotary Member.
Bob Pastor: After retiring from ADOT, Mr. Pastor became the principal of Liberty High School in Globe, Arizona, before accepting a position with Freeport McMoRan, where he is currently employed. Mr. Pastor has served the community through his membership and participation on numerous Boards and Committees in Gila County.
William Byrne: Mr. Byrne has many years of experience as a small business owner and operator in Globe, Arizona. He has accrued many years of dedicated service on the Fair & Racing Commission and the Industrial Development Authority Board, in addition to his participation on other Boards and Committees in Gila County.
